Overshadowed by public budgeting public consultation has become a key instrument for the local authorities to communicate with local communities. It plays a significant role in building confidence and credibility of local authorities. What rules should be applied to public consultation, especially in areas where civic participation is a new phenomenon? What meaning does a political will have and when there is a need to meddle with the local authorities’ preparation for public consultation?
During the session we will recall the places in which the basis for public consultation has been just laid. We will host, inter alia, the vice-president of Gorzow Wielkopolski where the Civic Code of Dialogue (consultation rules, consultation procedures for the authorities and the plan of consultation) has been developed. We shall be talking about political and formal challenges of public consultation.
Also in the second part of the session there will be time for discussion and questions.
