Actual participation should not be a one-time thing, but should be embedded into the systemic approach towards developing local communities which is shaped by citizens on a regular basis – during the planning phases, as well as in the implementation activities.
Such an approach has been in use for many years in Oslo where the civil servants have collaborated with social institutions and citizens at the residential level trying to capitalize on participation in overcoming such problems as social exclusion and social conflicts.
The session will be conducted in English.
