How to identify actors of participatory processes?

When planning any participatory processes, public consultation concerning various matters, creating strategic documentation or engaging in participative spatial planning we spend much time on figuring out the way how to encourage people to take part in those activities. We would like to talk about the preliminary step that should be taken in order to answer the following questions: how to include all that should be included? How to reach out beyond the obvious well-known schemes? How not to forget about any essential group of citizens?
We welcome all the experienced practitioners, as well as the beginners.
Together we should think about all the possible information sources for stakeholders and what should be taken into consideration when planning civic engagement activities of different sorts. Basing on the experiences of the participants, we shall try to assemble a complete list of questions/steps that would facilitate identification of actors of participatory processes.
