Public open spaces create room for vivid social discussions, art projects are a way to speak out. A way, like true art, that often is energetic and fancy, but also controversial. Creative intervention with regards to open spaces has the power to build up communities and solve local problems. However, sometimes an artistic activity brings about new conflicts among residents.
The freedom of expression paradigm states that art should never be submitted to consultation or negotiations. Nowadays, however, it is almost impossible to deprive the users of public open spaces of their say in shaping the contents and format of communication in those areas.
Can participation and public art coexist? During the meeting we will cover various types of art work in open public spaces and we shall discuss which and to what extent can be subjected to participation. We will also demonstrate a complicated process of locating a piece of art in public open spaces. Is there a room for civic involvement? We shall relate to actual examples showing various scenarios for locating art in public spaces and their consequences.
